I have set the default perspective to ‘List Perspective’ under ‘Settings’. Every time I open TS and navigate to a location the items are displayed in ‘Grid Perspective’. Any suggestions?

Maybe you have specified a perspective for this folder. To change this, go to the folder properties and select “unspecified“ from the perspective chooser:
